The Coalition for U.S. Engineering (CUE) was created to be a unified voice for the nation's engineering community to advocate for increased federal investment in engineering research and workforce development. We believe engineering is central to achieving national R&D priorities and regaining global competitiveness.
About CUE
The Administration and Congress continue to stress that the U.S. needs more engineers and innovation to compete globally. Recent federal actions — including executive orders on AI infrastructure, federal AI procurement, and nuclear innovation — underscore the urgency. The Office of Management and Budget (OMB) and Office of Science and Technology Policy (OSTP) FY27 Administration Research and Development Budget Priorities identified key national priorities for the coming fiscal year, spanning areas such as AI technology and security, quantum technologies and manufacturing, energy production and storage, microelectronics and semiconductors, advanced manufacturing, biotechnology, and resilience to natural, cyber, and anthropogenic threats.
Engineering is foundational to every one of these priorities. Yet the engineering community has lacked a coordinated, unified presence in federal policy conversations — until now.
Our Mission
CUE was created to fill that gap. Specifically, the Coalition seeks to:
- Elucidate and Elevate engineering's value to national security, health, and prosperity
- Advocate for significant federal investment in specific engineering programs
- Strengthen the domestic pipeline of engineers

Government Relations
CUE's federal advocacy is managed by Van Scoyoc Associates (VSA), a bipartisan, full-service government relations firm that provides federal legislative and executive branch issue development and liaison services, as well as regulatory, budgetary, and policy advocacy. The Washington Business Journal consistently awards Van Scoyoc Associates with its "Top Lobbying Firms" honor and Bloomberg Government has given VSA the highest ranking for client retention.
Membership
The challenges facing American engineering — workforce shortages, intensifying global competition, and the need to align federal research and development investments with national priorities — demand a coordinated response. CUE provides the platform for that response, giving member institutions a unified voice in federal policy conversations that shape the future of engineering research and education.
CUE is organized as a pending 501(c)(4) with full lobbying privileges. Member dues fund the full scope of CUE's operations, including lobbying, strategic planning, advocacy materials, reports, meeting services, information exchange, legislative drafting, internal and external communications, fly-in coordination, and legal and administrative services.
We have three tiers of membership in the coalition as follows. Note: While academic institutions may join at any level, we welcome professional societies, industry coalitions, corporations, and individuals to join at the Associate level.
Associate
$5,000 annually
Associate members can attend the annual meeting and four federal update webinars throughout the year. Names can be attached to external-facing communications from the coalition (if desired).
General Member
$10,000 annually
General Members have all Associate privileges plus they can receive a weekly federal briefing memo, can provide input on policy priorities and direction for the coalition at the annual meeting, and coordination for Hill visits, including policy materials.
Leadership Circle
$20,000 annually
Leadership Circle Members have all General Member privileges plus they set the agenda and direction for the coalition. They are invited to quarterly meetings and an annual policy retreat.
